Payment Options

We will be performing maintenance on our Customer Information System on Tuesday, March 24 from 6 - 9 p.m. Customers will not be able to view their account information or check their balance while the system is unavailable. However, payments can be made using Western Union Speedpay and will be reflected on customer accounts when the maintenance is completed. We apologize for any inconvenience this may cause.

As of December 2011, the Clayton County Water Authority no longer accepts debit or credit card payments from walk in customers at our Customer Service locations. Customers using a debit or credit card may still pay through our web site link to Western Union Speedpay or by calling Speedpay directly at 1.877.467.5110. Speedpay charges a convenience fee of $1.25 for this service. Payments of cash, check or money order are accepted at our Customer Service locations.

Service Reconnection

If your service has been disconnected due to non-payment, you must make your reconnection payment before 3 p.m. for your service to be reconnected on the same day. Service will not be reconnected until the next business day if your payment is made after 3 p.m.

Payment Options

CCWA renders bills to its customers on a monthly basis. The amount is due upon receipt of the bill. If payment is not received within 20 days from the date of the bill, a 10% late fee is added to the billed amount. If a bill is not received or if a payment might be late, customers are encouraged to call the CCWA at (770) 960-5200, then press 4, as soon as possible to rectify the situation.


Payment by check or money order is accepted by mail. The payment mailing address is:

CCWA offers two Customer Service locations to pay in person. Each site accepts cash, check, or money order. Payments may be made using MasterCard, Visa, American Expess and Discover card online or by phone at 1.877.467.5110.

In addition to the methods listed above, the CCWA offers other payment options.

Online Bill Pay Using Western Union Speedpay

CCWA Online Bill Pay allows you to pay your bill with credit card from Visa, MasterCard, American Express or Discover, with an ATM debit card (Star, Pulse, NYCE, ACCEL), or by ACH/electronic check. This option is provided by third party processor Western Union Speedpay. There is a convenience fee of $1.25 charged by the processor for each transaction. Please have a current statement available to input your account number. Payments made through Speedpay are posted the next business day.

Online Bill Pay Using Your Banking Institution

You may pay your water bill online and avoid a service fee by using your banking institution's online bill payment option. Since this payment comes directly from your bank account to the Clayton County Water Authority (just like a mailed check), you are not charged a service fee. To use this option, you will need to log on to your banking institution's web site.


Pay By Phone Using Western Union Speedpay

Call 1.877.467.5110 to pay by credit card, debit card or electronic check through our automated voice response unit. You must provide the account number found on the front of your bill to ensure accurate posting of your payment. Please note there will be a $1.25 fee for this payment option, to be paid directly from your account. Payments made through Speedpay are posted the next business day.

Pay Your Bill At Any Walmart Location

Walmart offers walk-in bill paying services that allow customers to pay utility, landline phone, cable/satellite, credit card and auto or wireless phone bills for a small convenience fee. Payments may be made using cash or a pin-based debit card. To make payment:

  • Take your current water bill to any Walmart location
  • Make a payment in cash or with a pin-based debit card
  • For a fee of $.88, payments will be delivered to CCWA (or other entity) within three business days
  • For a fee of $1.88, payments will be delivered to CCWA (or other entity) the next business day
  • Once the transaction is processed, the customer receives a receipt as proof of payment


Automatic Draft Payment Plan:

This plan allows CCWA to automatically draft your monthly bill from your bank, credit union, or savings and loan. You will still receive a monthly statement bill. The draft will occur on the first Wednesday after ten days from the bill date.

If you choose this service, a message confirming your decision will be placed on the first bill you receive after you sign up. However the first bill will not be deducted through the Draft Plan. You will need to pay this bill as you normally would. Your Draft Plan will be in effect with your second bill.

Just complete the draft payment plan enrollment form (print, complete, and return) and return it with your bill payment or mail it to us. Please sign this form and enclose a voided check from your banking institution.


Senior Citizen Program:

A customer who qualifies for this program is eligible for their monthly bill to be rendered on the last working day of the month. Rendering the bill on this date will allow the customer to receive the bill to coincide with the receipt of their pension and/or social security checks. All due dates and cutoff dates will be computed from this special billing date.

To qualify for this program a customer must be 62 years or older. The customer should complete an application for senior citizen program (print, complete, and return), return it along with proof of age from a picture ID.


Budget Billing Program:

Budget billing allows the customer to pay the same amount each month for 12 months, regardless of the actual amount used each month. This program would be beneficial to customers whose water use varies from season to season for various reasons.

The customer's water use from the previous 12 months is averaged for monthly billing. The Authority will continue to read the meter each month. The difference between the customer's bill based on their actual monthly use and the amount of their budget bill will be deferred each month. The "settle-up" between the customer's actual bill and their budget bill will occur on April 30th of each year. This difference will be disbursed out over the following twelve months.

To be eligible for this program, a customer must have 12 months of uninterrupted service with CCWA. Once on the program, the customer must maintain a good record of pay. If a customer on this program has three consecutive late fees or their service is discontinued for nonpayment they will be removed from the program and all deferred differences will be billed on the next monthly bill.
