Behind the Tap Spotlight: Distribution Manager Don Conner

Meet Distribution Manager Don Conner. As Distribution Manager, Don oversees the operation and maintenance of the water distribution system. This includes managing water mains, valves, meters, and hydrants to ensure safe, reliable delivery of drinking water to customers. He also leads the team responsible for responding to leaks, service requests, and infrastructure upgrades, helping maintain system integrity and service quality across the county. Don plays a vital role in keeping day-to-day operations on track. Whether he’s coordinating schedules for supervisors, helping with purchase orders, attending meetings, resolving employee or customer issues, or making sure crews have what they need in the field—his work touches nearly every part of the department. “No two days are the same, but it’s rewarding to assist customers and help employees grow,” Don said. “Supporting others in their decision-making and seeing them succeed is a big part of what keeps me going.”

With a team of 53 employees, each bringing their own strengths and personality, Don says flexibility is essential. “We’ve got to be ready to respond 24/7 to emergencies, even on holidays. You have to be able to shift gears quickly to meet the needs of CCWA and our customers.”

This month marks Don’s 24th anniversary at CCWA. He began his journey as a Utility Services Mechanic on the grassing crew, later joined the valve crew, and then became a locator. From there, he was promoted to Locator Crew Leader before stepping into his current role.

Outside of work, Don enjoys working out and spending time with his family, especially his grandsons.

Don’s also involved in several key initiatives at CCWA and regularly meets with contractors for roadway projects.  He is active with the Georgia Association of Water Professionals (GAWP), where he continues to share his leadership and experience.

In May, Don was honored with CCWA’s Water Professionals Excellence Award. “It was a total shock,” he said. “I wasn’t expecting to be nominated, let alone win. I work with so many other CCWA employees who are just as deserving. I’m very humbled the Authority felt I was worthy of this award—it’s truly an honor to hold this title for 2025.” #waterprofessionals
