Effective December 31, 2014, bids are advertised in the "LEGAL ADS" of the Clayton News Daily on Wednesdays.

Bid information posted on our website is provided as a public service and is not intended to be a formal advertisement for quotes, bids or proposals. Every attempt is made to ensure the accuracy of the information posted within this website. Questions concerning quotes, bids, and/or proposals should be directed to the Clayton County Water Authority Procurement Department via email to CCWA_Procurement@ccwa.us or by calling 770.960.5223.

Bid and proposal submissions must be delivered as requested in the respective procurement document. Clayton County Water Authority reserves the right to reject any and/or all quotes/bids/proposals, or any part thereof, to re-advertise and to waive technicalities. Bids and/or proposals are not accepted via email or fax and will not be considered.

RFI Title:  Polymer Performance Evaluation

The Clayton County Water Authority is inviting vendors to participate in a polymer performance evaluation at our three Water Reclamation Facilities, from March through September 2017.  Vendors are encouraged to bring their products to our facilities and run a series of tests to determine which product(s) they would like to run through our performance evaluation process. Any and all polymer(s) deemed “successful” will be included in our 2018 annual bid for chemicals.

In an effort to promote responsible environmental practices, the package is available in electronic (Adobe PDF) format and can be requested by calling 770-960-5223, M-F, 8:00 am - 5:00 pm, or by e-mail to CCWA_Procurement@ccwa.us.  Vendors will need to provide contact information including email address, and any file size transfer limits to insure email transmittals can be made.

Separate sealed Bids for the construction of W.B. Casey Water Reclamation Facility Polishing Plant and WAS Thickening Upgrades will be received by the Clayton County Water Authority at 1600 Battle Creek Road, Morrow, Georgia 30260 until 3:00 p.m. local time, the 9th day of August, 2017, and then at said office publicly opened and read aloud.  Any bids received after the specified time will not be considered. 

A non-mandatory pre-bid conference will be held at the W.B. Casey Water Reclamation Facility, 688 Flint River Road, Jonesboro, Georgia 30238 on July 11, 2017 at 3:00 p.m. local time, to discuss the Project. 

The Project consists of a Phosphorus Polishing Plant designed to treat a portion of the effluent from the existing W.B. Casey WRF and a new waste activated sludge (WAS) thickening facility to replace the existing WAS thickening facility.

Bid Title:  Annual Contract for General Pipe Work

The Clayton County Water Authority (CCWA) intends to contract for the annual services of an experienced licensed utility contractor to complete work in general on gravity-flow pipe systems larger than 24 inches in diameter and pressure-flow pipe systems larger than 8 inches in diameter. 

CCWA is implementing a 10-year strategic master plan that has a large focus on replacement and renewal of our water, sewer, and stormwater pipelines. A substantial portion of the nearly $14 million per year of planned work on these projects are executed through our annual service pipe contracts, including this contract. For annual services related pipe work, it has been our experience over the last several years that we have kept a continuous assignment of work to our annual pipe contractors.  For example, in fiscal year 2015, we completed 25 sewer and stormwater projects for a cost of nearly $3.4 million.  In fiscal year 2016, we completed 32 sewer and stormwater projects for a cost of nearly $4.1 million.  CCWA anticipates that the annual value of work to be completed through this contract will be in the range of 1 to 2 million dollars.

The initial term of this contract will be for twelve (12) months.  The contract may be extended for a second and third 12 month period by mutual written consent by both parties with no changes in the terms and conditions.

This procurement has a SLBE bid discount for evaluation purposes only, which will be given to CCWA certified SLBE primes only.  For more details, please refer to Division 2, Section 8 of the RFB package.

A Non-Mandatory Pre-Proposal Conference Call will be held on Tuesday, July 18, 2017 at 2:00 p.m. (local time). Vendors interested in participating in the conference call meeting should email our Procurement Department at ccwa_procurement@ccwa.us no later than noon on Tuesday, July 18, 2017. The email needs to include the participant’s phone number, and CCWA will provide call in instructions.

This procurement will have an incentive of up to 10 possible additional points (“preference points”) given to those proposers who meet the CCWA certified SLBE participation requirements as explained on Division 2, Section 8 of the RFP documents.

The Clayton County Water Authority will open sealed bids from licensed contractors at its offices located at 1600 Battle Creek Road, Morrow, Georgia 30260, on Thursday, August 24, 2017 at 10:00 a.m. (local time) for the Flint River Outfall Replacement – Phase 2 project.  Any bids received after the specified time will not be considered.

A non-mandatory pre-bid meeting followed by a non-mandatory site visit will be held on Tuesday, August 8, 2017 at 10:00 a.m. (local time) at 688 Flint River Road, Jonesboro, GA 30238.

Funding for this project is through the Georgia Environmental Finance Authority (GEFA). The GEFA Supplemental General Conditions for Federally Assisted State Revolving Loan Fund Construction Contracts, as well as the GEFA American Iron and Steel Special Conditions and Information, included as part of the RFP documents as Attachments A and B, shall be adhered to by all parties.
