H. Bernard Franks Selected as Authority’s 8th General Manager To Take Over Position in June 2018

H. Bernard Franks has more than 20 years of experience at CCWA, working his way up the ranks to his current position of Assistant General Manager - Support Services.

The Clayton County Water Authority (CCWA) Board of Directors named H. Bernard Franks the Authority’s next General Manager during its November Board Meeting. Franks will take over the position in June 2018 when current General Manager P. Michael Thomas retires.

“Bernard has worked his way up the ranks over the past 20 years and has a passion for the work we do and our community," said Thomas. “He is respected for his knowledge and leadership, not only here at CCWA, but also in our community and our industry.”

Franks currently serves as Assistant General Manager – Support Services, where he oversees the Authority’s finance, customer accounts, human resources, program management/engineering, stormwater, risk management, purchasing, safety and public information departments. He has served in this position since January 2017. Prior to that, he served more than two years as CCWA’s Assistant General Manager of Operations where he oversaw the Authority’s water reclamation, water production, general services and distribution & conveyance departments.

He is active in the Georgia Association of Water Professionals (GAWP), American Water Works Association (AWWA), Georgia Rural Water Association (GRWA) and Georgia Utility Contractors Association (GUCA). Franks is also active in the Clayton County Chamber of Commerce, where he currently serves as Board Chair-Elect and Chair of Government Affairs. He lives in Jonesboro with his wife Lenora and their sons Bernard, Joshua and Cameron.

“I am humbled to be given this opportunity to serve the authority and our community as CCWA’s general manager,” added Franks. “I believe the key to successful leadership is influence, not authority. To be a good leader you must be a good servant.”

Prior to his time in executive management, he served two years as Distribution & Conveyance (D&C) Manager. Franks started working at CCWA in 1996 as a Water Service Mechanic. He then worked his way up, serving as an Equipment Operator, Senior Equipment Operator, Crew Leader and Sewer Cleaning Foreman. For 8 1/2 years, he served as the D&C Technical Services Foreman.
