To Establish New Service
New Service connections are scheduled for the next business day. When you apply for new service, a work order is then processed to connect your service on the next business day. It will take 3-5 business days to process any New Service Agreements that are faxed to Customer Service. New Service connections are not available on weekends or holidays.
The following documents are required, along with the appropriate deposit, when applying for new service:
- Completed and signed New Service Packet
- Picture identification
- For property owners, proof of ownership (see examples below); for a renter/lessee, proof of rental/lease agreement
- Social Security numbers for everyone whose name appears on proof of ownership or rental/lease agreements
Deposit Policy
The deposit for residential customers varies based on the services that the home receives:
| Homes with water and sewer service |
$160.00 deposit |
Homes with water service only (septic tank) |
$80.00 deposit |
| *For commercial, industrial, and other types of customers, the deposit is calculated at an amount equal to the average monthly bill times two (2). |
Proof of Ownership
If the CCWA customer is the property owner, then proof of ownership is required to establish service. A copy of a Settlement Statement, Warranty Deed, Quit Claim Deed, or current mortgage statement must be returned with the Application for Service and the Service Agreement.
If the CCWA customer is a lessee/renter, then proof of lease/rental is required. A lease or rental agreement signed by both the lessee and property owner must be returned with the Application for Service and the Service Agreement.
Federal Identity Theft Red Flag Rule
The Federal Trade Commission requires water utilities like the Clayton County Water Authority (CCWA) to comply with its Federal Identity Theft Red Flag Rule. In response to this federally mandated program, CCWA is required to implement a written Identity Theft Prevention Program. As part of this new federal mandate, CCWA must verify a customer’s social security number when a new account is established or service is transferred to a new location.
For new Clayton County Water Authority customers with two names on their lease or settlement statement, both social security numbers will be required for new service. One person can come in to start service, but they will have to provide ID and social security numbers for both parties.
International customers will need to provide a valid ITIN, plus two other forms of documentation (such as a valid passport, valid international driver's license or valid work visa).
If you have a question about the Red Flag Rule, contact the Federal Trade Commission at RedFlags@ftc.gov.
New Service Packets
Residential or Commercial customers must complete the Clayton County Water Authority's New Service Packet by printing, completing, signing and returning the Application for Service and Service Agreement with picture identification.
